Dr. Luke M. Bailey is an accomplished executive leader with over 25 years of progressive experience driving organizational growth, operational excellence, and transformational change across military, private, and nonprofit sectors. Operating at the intersection of military and private sector leadership, he brings strategic vision, operational acumen, and people-centered governance to board-level roles. His career is distinguished by a commitment to enterprise-wide modernization, process optimization, and building high-performing teams across complex,
multi-site operations.


Dr. Bailey's diverse sector experience spans military logistics, private enterprise, and nonprofit leadership, with particular distinction in crisis management and organizational transformation. He has led major initiatives in financial management, organizational change management, and logistics optimization while serving in executive roles across multiple industries. His work exemplifies his commitment to service, as he led efforts to drive nonprofit sector impact and response in the aftermath of the 2023 Maui Wildfires, providing critical leadership in disaster relief operations and organizational sustainability.


Dr. Bailey holds a Doctor of Business Administration from City University of Seattle, an MBA from Columbia College, and a Master of Science in Contingency Planning from the Emergency Management Institute. He is a Master Exercise Practitioner certified by FEMA and deeply invested in education as both an academic and mentor. He currently serves as Principal Faculty and Dissertation Chair at City University of Seattle and Associate Professor at Sul Ross (Texas Tech). Beyond the classroom, Dr. Bailey is committed to youth development, serving as a high school baseball coach and volunteer mentor, and he serves on the Board of Directors for Albermarle United Way and the United Nations Global Compact Committee.
